Hon. Sherryl Garbutt MLA
Dear Mrs Garbutt, Support for Advice by
Manager Coasts that Consent for Hampton "Tea
House" Proposal is Most Unlikely
Port Phillip Conservation Council Inc. has noted information circulated to Bayside councillors and published in the Bayside Advertiser that Mr Doug Miller, Manager Coasts, Port Phillip Region at the Department of Natural Resources and Environment, has advised consultants to a firm developing proposals to build a proposed "Tea House" on the permanently reserved public foreshore at Hampton that consent under the Coastal Management Act is most unlikely to be obtained. PPCC Inc. understands that you, as Minister, have the final decision on whether such consent is given, and we are writing to you to indicate our strong support for the advice advanced by the Manager Coasts, and for the sound reasons he has stated for giving such advice. We explained our opposition to this misconceived "Tea House" proposal in the local press last year. We understand that he has indicated that the relative isolation of the site, the significant visual impact that a building there would produce, and its incompatibility with the surrounding coastal landscape, are major reasons for not giving consent, and we firmly concur with that decision and with those grounds. He has also, most sensibly, pointed out that a facility such as a tea house would be more appropriately located in conjunction with established uses and buildings, although we hope that such a move would not add to the external bulk of such structures, or justify extra car parking on foreshores. PPCC Inc. hopes that you will accept the advice of the Manager Coasts in this instance, and has placed a copy of this letter on its Web site at www.ppcc.org.au/yjj_thou.htm Yours sincerely, Geoffrey Goode cc.
